The Skilled Regional (Provisional) Subclass 489 visa is temporary. The holder of this visa must live and work in a regional area before applying for a permanent visa. To qualify, you would need to be sponsored either by a relative living in a designated area or a State or Territory Government.
In order to apply for a Skilled Nominated or Sponsored (Provisional) Subclass 489 visa in the Invited Stream, you must first lodge an Expression of Interest through SkillSelect and be invited by the Department of Home Affairs to apply.
Once you are invited to apply for this visa, you must lodge your application within 60 days, otherwise the invitation lapses.
An application for this visa can only be lodged online. The visa applicant can be in Australia or overseas at the time of lodgement of the application. Family unit members can be included in the application.
Invited Stream – This visa is for skilled workers who want to live and work in regional Australia. This is a non-reviewable visa.
Extended Stay Stream – This visa enables the regional sponsored provisional visa holders (subclass 475, 487, 495 or 496 visas) to renew their provisional sponsored visa.

For Invited Stream, the subclass 489 visa is granted for 4 years from the date of grant. A further subclass 489 visa cannot be granted.
For Extended Stay Stream, the subclass 489 visa has effect for 4 years from the date the initial provisional sponsored visa was granted.
State or Territory Government: If you are sponsored by a State or Territory, you must only live in a Regional Area or Low Population Growth areas.
Relative: If you are sponsored by a relative, you must only live in a Designated Area
Designated areas are wider than Regional or Low Population Growth areas – in particular, the major cities of Melbourne, Canberra, and the Gold Coast are considered Designated Areas.
